The rule in one line each

New format = new ISBNPaperback, hardcover, ebook and audiobook each need their own. Same book, different products.
New cover = noReskinning the cover doesn't change the product. Keep the ISBN, keep your reviews.
Typo fixes = noCorrections aren't a new edition. Upload the corrected file and keep everything.
Substantial rewrite = yesNew chapters, a new subtitle, significantly changed content — that's a second edition.

The short answer

You need a new ISBN when the product changes, not when the content is tweaked. A paperback and an ebook are two products. A book with three typos fixed is one product. Almost every confusing case resolves once you hold onto that distinction.

The cases that catch people out

The expensive mistake. A new ISBN starts a new product record. Your reviews, your ranking history and your sales rank do not follow it. Authors with 40 hard-won reviews have reset themselves to zero by issuing a new ISBN for a cover refresh that never needed one. If you're unsure, the safe default is to keep the existing number — you can always issue a new one later, but you cannot merge two records back together.

Free KDP ISBN or buy your own?

KDP will give you a free ISBN, and for many first-time authors that's genuinely fine. The trade-off is that the free one lists Amazon as the publisher and can't be used to distribute elsewhere. If you intend to sell through other retailers, libraries or bookshops, or you want your own imprint name on the record, buy your own. Decide before you publish — switching later means a new ISBN and a fresh product record.

Do you need one at all?

For a Kindle-only ebook, no — Amazon's internal identifier is enough. The moment you want print, wider distribution, or to be findable in the systems bookshops and libraries actually use, yes. We assign the right ISBNs for every format as part of publishing, which is mostly a matter of getting it right once rather than unpicking it later.
